5. Brief Background of Organization and Key People:

a. Brief background of organization

Mollucas Democratization Watch (MDW) is a manifestation of ideas from a number of Molluca activists concerned with democratization problems to safeguard democratization process in Molluca.

It is not without reasons that MDW is important to establish. Democracy transition in Indonesia has been on an instable ark after a 32-year captivation of New Order authoritarianism. In addition, Reformation Order has not been able yet to give conclusive expectations. At the local level, social conflicts hitting Molluca years ago have surely influenced all the living aspects and community orderliness and their culture and civilization as well.

There are a number of problems in Molluca post-conflict. These issues range from corruption (lacking law enforcement), low level of public service, environment pollution, illegal logging, illegal fishing, unemployment, to low quality of education and other social and political issues, such as frequent inter village conflicts.

Social conflicts have implications also for civil society collectively in viewing their position proportionally in a democratic nation. Public’s ignorance of democracy also affects their level of participation in various aspects of development. This condition is worse because of some groups of intellectuals and local political elites are not capable of playing their roles significantly in giving an understanding of democracy, citizen education, human rights and other democracy instruments and supporting the government to be more favorable to public interests.

In this respect MDW was born, especially to make contributions to democracy consolidation in Molluca so that efforts to strengthen democracy at local level can be sustainable. Not only democracy is a vehicle for power struggle among local elites but also really provides citizens with benefits. Rights and obligations of both citizens and government can be proportionally positioned.

MDW was declared on 17 June 2006 at what time Regional Seminar titled “Efforts to Strengthen Local Democracy to Support National Democracy Project” was being held attended by Secretary General for All Indonesia Province Governments Association (Asosiasi Pemerintah Provinsi Seluruh Indonesia/APSI) Major General (Retired) Ferry Tinggogol, Director for Parliament Study and Development Center (Direktur Pusat Kajian dan Pengembangan Parlemen) Second Admiral (Retired) Ishak Latuconsina, Governor of Molluca Karel Albert Ralahalu, Vice Governor of Molluca M.A. Latuconsina, Local Secretary of Province Molluca Ir. Said Assegaf, several local public leaders of Molluca, and representatives of Civil Society Organization.

Vision :

To create a democratic community order of Molluca regarding their politics, economy, education, social culture, law, and human rights.

Mission :

To monitor and safeguard democratization process in Molluca, increase and develop capacity of community in promoting a substantive democracy that provides the life of Molluca people with benefits.

MDW Work Program :

In order to make real the abovementioned vision and mission, MDW has undertaken the following activities:

- Research, education and training to increase community participation in promoting democracy in Molluca.

- Efforts to improve participation and capacity of pro-democracy actors and institutions, in particular to strengthen representative of the community in Molluca .

- Accompaniment and advocacy concerning strategic issues particularly those related to local government policy such as economy, social, politics, culture, law and human rights

- Relationships with individual institutions in order to study, develop, and disseminate democracy values.

- Seminars, workshops and information disseminations.

Organizational Structure:

MDW is headed by a Coordinator and assisted by a Secretary and Treasurer in charge of several executive & voluntary programs.
